Description: The purpose of this RFP is to assist the THSA with the development of a voluntary certification process, including a process for periodic renewal, that establishes requirements for both Program-funded and participating privately-funded local and regional HIEs, that ensure that certified HIEs have adhered to applicable state and federal privacy, security and interoperability standards, and support federal HIE MU requirements.
The purpose of the HIE certification program is to improve HIE interoperability and coverage for all Texans by providing a mechanism to establish trust.
The Texas Health Services Authority (THSA) is working, under contract with the Texas Health and Human Services Commission (HHSC), to enable improvements in the quality, safety and efficiency of the Texas health care sector through health information exchange (HIE) and health information technology. Specifically, through a Local HIE Grant Program administered by HHSC with support from THSA, Texas is currently supporting the statewide implementation of electronic health information exchange through the development of an interoperable network of local, community-based HIEs across the state.
